How do we create the right paradigm for patients to proactively seek eye care?
When the patient does come, how do we ensure that he completes the treatment cycle?
A mechanism to ensure that the patient is empowered to seek, utilise and follow the treatment mandated to him is lacking. For this the patients and the broader community should consider themselves as an active partner in the process.

To develop strategies that enable patient empowerment; and techniques to analyse these strategies.
To define the role of service providers in the empowerment process with reference to the patient, service delivery system, and the community.
